    Texas Success Initiative

    Students attending Texas public institutions of higher education must be in compliance with the Texas Success Initiative (TSI), as of fall 2003 (Texas Education Code §51.3062) in order to enroll in public institutions of higher education.  The law requires all entering college students to be assessed for college readiness in reading, mathematics and writing unless the student qualifies for an exemption.  Each student who fails to meet the minimum passing standard of the exam offered by the institution must be placed in a developmental education program designed to help the student achieve college readiness. 


    Texas Success Initiative Exemptions/Waivers

    Students meeting one or more of the following criteria are considered to have demonstrated readiness to perform college-level coursework and are not required to take the TSI Assessment.
    Scores are valid for five (5) years from the date of the test for the following exams:
    ACT Scores:  Composite – 23 with a minimum of 19 - English (will exempt for both the reading and writing sections of the TSI Assessment) and/or 19 – Mathematics (will exempt for the mathematics section of the TSI Assessment);
    SAT Scores:  Composite – 1070 with a minimum of 500 - Critical Reading [formerly verbal] (will exempt for both the reading and writing sections of the TSI Assessment) and/or 500 – Mathematics (will exempt for the mathematics section of the TSI Assessment);
    TAKS  (Texas Assessment of Knowledge and Skills) Scores (11th grade exit level):  Math – with a minimum scale score of 2200 (will exempt from the TSI Assessment Mathematics section) and/or English Language Arts – with a minimum scale score of 2200 with a writing subsection score of at least 3 (will exempt for both the reading and writing section of the TSI Assessment);
    STAAR end-of-course (EOC) Score:  English III – minimum score of Level 2 (will exempt for both the reading and writing section of the TSI Assessment) and Algebra II EOC – minimum score of Level 2 (will exempt from the TSI Assessment mathematics section);
    Scores are valid for three (3) years from the date of the test for the following exam:
    TAAS (Texas Assessment of Academic Skills) Scores:  a minimum scale score of 1770 on the writing test, a Texas Learning Index (TLI) of 86 on the Mathematics test and 89 on the reading test. 
    An institution may exempt a non-degree-seeking or non-certificate seeking student. 
    ESOL Waiver – An institution may grant a temporary waiver from the assessment required under this title for students with demonstrated limited English proficiency in order to provide appropriate ESOL/ESL coursework and interventions.  This waiver must be removed prior to the student attempting 15 credit hours of developmental ESOL coursework or attempting entry-level freshman coursework, whichever comes first, at which time the student would be administered the TSI Assessment.  Funding limits as defined in Texas Education Code, Section 51.3062(I)(1) and (2) for developmental education still apply.
