Distance Learning State Authorization
Coastal
Bend College has been approved by the State of Texas to participate in the
National Council for State Authorization Reciprocity Agreements (NC-SARA).
NC-SARA is a voluntary, regional approach to state oversight of postsecondary
distance education. Institutions that join NC-SARA are held to the national
standard in each member state rather than the individual state’s regulations,
thus making authorization of distance education more streamlined. State authorization makes it possible for
students outside of the state of Texas to participate in online courses. These
requirements differ from state to state.
Distance
Education students who believe their concerns have not been sufficiently
addressed through the College’s grievance procedures, who are taking online
courses through the College, and reside in NC-SARA states may file with the National Council for State
Authorization Reciprocity Agreements (NC-SARA) Complaint
Process or the Texas
Higher Education Coordinating Board (THECB).
Online students residing in California or Massachusetts should
follow those states’ resolution guidelines.
NC-SARA
requires institutions to satisfy federal regulation 34 §C.F.R.
668.43 regarding professional licensure disclosure (SARA
Policy Manual Section 5.2). This includes the federal requirement for
public disclosures, 34 §C.F.R.
668.43 (a)(5)(v). Public disclosures apply to each program
(online and face-to-face) that lead to or are advertised as leading to
professional licensure. Coastal Bend College has not determined if current
program requirements meet state education requirements in any other state, U.S.
Territory, or the District of Columbia.
